Texas stands at a pivotal crossroads in public education. Closing persistent achievement gaps and preparing scholars for a modern economy requires shifting from arbitrary testing standards to evidence-based, developmentally sound instructional policy.

As a former classroom teacher and National Science Foundation (NSF) / University of Texas teacher-researcher, I offer a unique combination of frontline instructional expertise and empirical research capability. This dual perspective directly informs four core leadership functions required to direct state education policy:

  • Overseeing Department Operations: Restructuring agency priorities so that local districts are supported by research-backed instructional standards rather than burdened by fragmented administrative tasks.
  • Implementing Legislative Mandates: Translating legislative policy into clear campus-level execution—focusing on practical life skills, aligned early childhood standards, and streamlined CCMR (College, Career, and Military Readiness) outcomes.
  • Managing Agency Budgets & Resources: Directing appropriations toward critical on-site personnel—specifically dedicated middle school support staff, classroom-embedded counselors, and equitable regional program delivery—while eliminating redundant third-party partnerships.
  • Advising the Governor and State Board of Education (SBOE): Providing data-driven recommendations to overhaul the Texas Essential Knowledge and Skills (TEKS) and transition from high-stakes STAAR testing to norm-referenced, actionable student assessments.

Meet Sandi Castro

Sandi Castro is lobbying for an appointment to the Texas Commissioner of Education role. She believes in Gina Hinojosa’s ability to govern and looks forward to being recognized for her knowledge and experience by serving as the appointed Commissioner of Education.

Sandi Castro is a lifelong educator with more than 20 years of experience leading classrooms, campuses, and district initiatives. She champions public education and STEM development. She is a seasoned advocate for students, teachers, and families of Texas.

Currently serving as the Travis County Precinct 137 Chair for the Democratic Party and a Texas State Teachers Association (TSTA) Supervisory Delegate for Region 10, Sandi is now lobbying to bring her extensive experience to the Texas Commissioner of Education’s office.
